Three -Tier Teacher Licensure Training Project

Regional Education Cooperatives in New Mexico are the primary providers of training and technical assistance for teachers and administrators involved with the 3-Tier Teacher Licensure Project. The New Mexico 3-Tiered Licensure System was created by the passage of HB212 in 2003. The contract was awarded to PVREC #8 in July, 2004 on behalf of the Regional Education Cooperatives Association, (RECA).  The project has been funded for two consecutive years.  Training is provided to district personnel and local Boards of Education based on eleven training modules.  These training modules were developed by High Plains REC #3 and consist of 1) Awareness Training; 2) Annual Teacher Performance Evaluation; 3) Administrative Specific training; for example.

The project is designed to deliver training statewide; to provide consistent information that assures a uniform system across the state; to coordinate training activities with other initiatives and events in New Mexico; and to design training that meet the needs of individual districts with specific needs for their own administrators and teachers.

Midge Graham, with REC #3, is the project’s lead trainer.  Each REC employs a trainer that serves the districts in their regions.  Janet Sistrunk, Executive Director of REC #8, is the overall project Director.
